Perhaps, the marquee political race of the year, the contest between U. S. Senator Mark Pryor, D-Ar., and U. S. Representative Tom Cotton, R-Ar., is being closely watched nationwide by political experts. Pryor is seeking his third term in the Senate, and Cotton is the second Republican to challenge him. The Hope Star has asked each candidate in the race to answer four questions, which will be the basis for a Candidate Face Off. Responses by each candidate have been published verbatim and complete, as space allows. Incumbent Pryor Dem stalwart Democratic Senator Mark Pryor comes from a political family; his father, David Pryor, is a former governor and U.S. Senator. Pryor, a native of Fayetteville, was reared in Arkansas and Washington, D.C., and received a bachelor's degree in history and a law degree from the University of Arkansas. He worked in private practice for some 10 years before entering political office in the Arkansas House of Representatives in 1990. Pryor became Arkansas Attorney General in 1998, where he was active in consumer and child protection law. In the Senate, Pryor serves on the Senate Appropriations Committee, the Commerce, Science and Transportation Committee, the Homeland Security and Governmental Affairs Committee, the Small Business and Entrepreneurship Committee, the Senate Rules Committee, and the Senate Ethics Committee. Some of my proudest accomplishments in the Senate have been to work for Arkansas veterans with the SACRIFICE Act and the Wounded Warriors Act. In addition, after the sudden death of Capt. I worked with the Luke family to restore their lost benefits and helped make sure that never happened to another service member s family. My legislation, called the Wounded Warriors Act ensures that men and women who are injured on the battlefield get the treatment they need and their loved ones are informed of their status in a timely matter. Page 2 of 5 - I ve also worked to improve education in our state by giving salary bonuses to teachers serving in rural areas and I ve helped more Arkansas students afford college by cutting interest rates on student loans in half and by increasing the size of Pell Grants. Another important accomplishment is my work to protect the economic security of seniors in our state. I introduced the Medicare Protection Act that would block irresponsible politicians in Washington from cutting benefits to seniors. I worked to extend the solvency of Medicare by 13 years by cutting out waste, fraud and abuse, all while expanding benefits and lowering prescription drug costs. In 2008, when the Federal Emergency Management Agency (FEMA) irresponsibly stored thousands of trailers at the Hope Municipal Airport, I worked to find a solution to make sure they were removed. --Give me a specific instance, with dates and circumstances, in which you have voted/acted in opposition to your party's position on a significant issue, and why. I ve never been shy about bucking my own party and President Barack Obama, especially when their proposals were bad for Arkansas. When some in my party, including President Obama, wanted to restrict our Second Amendment rights in March of 2013, I stood up for Arkansas s traditions and our way of life by opposing that proposal. I took a strong stance against the President when he proposed immediate cuts to Social Security benefits in April of 2013. I have been a strong supporter of building the Keystone pipeline by voting to move forward with construction of the pipeline in March of 2012 and by opposing President Obama s delay tactics on completing it, because building the pipeline would bring jobs to Arkansas. I ve strongly opposed President Obama s burdensome EPA regulations on numerous occasions, like EPA s mandate on emissions in April of 2011 and March of 2012, and I have been a vocal opponent of this newest set of EPA regulations proposed earlier this year, because they would pose a real threat to Arkansas small businesses and family farms. --How will you help SW Arkansas, specifically, relative to economic development, infrastructure development, to ensure its place and growth relative to the entire state? Page 3 of 5 - As a Senator, it is my duty is to promote economic development, industries in our state and to ensure Arkansas has a skilled workforce. That s been my record and it s what I ll continue to do for Southwest Arkansas if I m elected to another term in the U.S. Senate. Promoting economic development is why I recently introduced my American-Made Strong jobs package that s made up of three parts: Bring It, Build It and Buy It. First, the legislation would bring jobs back to our shores by closing the outrageous tax break companies can get for shipping jobs overseas and give companies an incentive to bring jobs back to America. Second, it would ensure our nation s infrastructure is built with American-made products like the timber produced in Southwest Arkansas. In addition, it would make it easier for consumers to pick out and buy American-made products. I want to continue promoting infrastructure projects in the region to create jobs and attract businesses. I have been a strong supporter of projects like Highway 71, the future I-49 development and construction between Louisiana and Doddridge, all of which will be critical for Arkansas commerce. I will also continue to be a strong advocate for industries in Southwest Arkansas like the timber industry and steel and tire manufacturing industries. In 2005, during the last round of BRAC when the military commission planned to close the Red River Depot, I led the effort to keep this economic engine open for Texarkana and to maintain our national security. Making sure we have a well-educated workforce is another way to invest in economic development. I will continue to be a strong partner with University of Arkansas Community College at Hope and the Cossatot Community College in DeQueen and to ensure rural schools have the resources they need to provide a quality education for their students, so businesses in the region have skilled workers to match available jobs. These are just a few examples of how I ve focused on economic development in Southwest Arkansas over the years and how I will continue to work for the needs of the region to promote economic development. I will continue that tradition for the next six years in the Senate. Page 4 of 5 - --Briefly stated, what is your position on the Alcoholic Beverage Amendment; Term Limits Amendment; and Minimum Wage Amendment? I was the first elected official in Arkansas to support increasing the Arkansas minimum wage to $8.50. Normally I don't take a position on state issues, but I made an exception for this particular ballot initiative because it is so important for working families in our state and will boost our state's economy. Cotton has Ark. roots Republican Congressman Tom Cotton is a native of Dardanelle in Yell County, a sixth generation member of a farming family, and graduate of Dardanelle High School and Harvard University and Harvard Law School. Cotton enlisted in military service after the Sept. 11, 2001, terror attacks, and served in the U. S. Army Infantry for five years of active duty in two combat tours in Iraq and Afghanistan. He served in the 101st Airborne as a combat platoon leader in Iraq, earning decorations including the Bronze Star, and as an operations officer for the Provincial Reconstruction Team in Afghanistan. Time and time again I fought back against government overreach like voting to rein in the EPA s excessive regulation and to rein in spending and bring accountability and transparency to Washington. In the Senate, I will continue to fight back against the EPA s assault on our timber industry by rolling back frivolous, open-ended forestry regulations, which are preventing expansion and job growth in this important industry. I will also ensure Congress holds the Forest Service accountable in meeting their timber production targets, so that our timber farmers can maximize their profits.
